The Scottish Government and Parliament were established in 1999 by an Act of the UK Parliament. Boris refused to agree to a further referendum, saying that “I cannot agree that now is the time”, and Labor appears to have ruled out a referendum within the next ten years. All the Conservative parties contenders to replace Boris Johnson as UK Prime Minister have either rejected it or ruled it out for the Phone Number List time being. There are good arguments for this approach, but equally good arguments for questioning the assumption that a bare majority vote in a re-run of the 2014 referendum would be all it would take to guarantee Scottish independence, and the break-up of the UK. There is no compelling reason why the UK Government and the main UK-wide opposition parties should recognize a one-off referendum as opening the route to independence. They would be well advised to say that they do not do so, and to spell out the conditions that Scotland would need to fulfill to achieve independence.
